Steve Lawrence Easce’s Expertise Mr. M. Stephen Lawrence is the Caribbean Development Bank’s (CDB) first Country Representative in Haiti. A civil engineer by training, Mr. Lawrence is an experienced development practitioner who has worked over the past 40 years in the Caribbean and Africa. Mr. Lawrence leads the CDB’s multi-faceted engagement in Haiti, through supervision of the Bank’s operations in the country, building strategic partnerships within the public and private sectors and civil society, and coordinating aid. Prior to taking up his appointment in Haiti, he held the position of Operations Officer within the Projects Department of the Caribbean Development Bank. Mr. Lawrence is a graduate of Queen’s University in Canada, where he attained his M.Sc in Hydraulic Engineering in 1979. He is also a graduate of the University of the West Indies St Augustine, from which he graduated in 1976 with a B.Sc in Civil Engineering. Mr. Lawrence's area of specialization is water resource planning, management and policy formulation, and he has lectured in water resource management at the University of the West Indies, Mona and the University of Technology, both in Jamaica. He is a Fellow of the American Society of Civil Engineers.
